The Rivers State Government has clarified that its annual ₦100,000 Christmas bonus is disbursed to all civil and public office holders in the state, without discrimination.
Dr. Honour Sirawoo, Permanent Secretary of the Ministry of Information and Communications, stated that the bonus is paid across the board, including to pensioners, as long as they are captured on the Rivers State Government payroll system. The clarification was issued following commendation from the Nigeria Labour Congress (NLC) over the recent payment.
While he did not comment on reports that members of the Rivers State House of Assembly rejected the bonus, Dr. Sirawoo noted that the ₦100,000 payment has been consistently made over the past three years for civil servants, public officers, and pensioners. He said the bonus, now an annual practice, is intended as a token of appreciation for the dedication and service of state workers.
On Tuesday, the Rivers State House of Assembly announced it had returned the ₦100,000 credited to the personal bank accounts of its members, describing the transfers as unsolicited and unapproved. In a statement signed by Hon. Enemi George, the Assembly said the funds, credited on December 30, 2025, followed instructions from Governor Sir Siminalayi Fubara but lacked legislative authorization. Members reportedly returned the funds immediately to the state government account, emphasizing that all public expenditures must follow due constitutional process.
Dr. Sirawoo, however, stressed that Governor Fubara remains committed to proactive measures providing a social safety net for state employees and their families. He highlighted that the NLC is regarded not just as a labour union but as a key partner in the “Rivers First” development agenda, noting the union’s public commendation reflects the cordial relationship between the administration and the workforce.
“While this bonus is meant to brighten the festive season, our long-term focus remains the continuous improvement of the working environment and the welfare of everyone serving Rivers State,” he said.
