The Lagos State Government has announced plans to launch the Telecommunication Infrastructure Regulatory System (TIRS) in February 2026, aimed at enhancing transparency, accountability, and compliance in telecom infrastructure development across the state.
The announcement was made in a statement issued over the weekend by Prince Oyekanmi Elegushi, General Manager of the Lagos State Infrastructure Maintenance Regulatory Agency (LASIMRA). Elegushi said the initiative will ensure that all telecommunication infrastructure projects in Lagos adhere strictly to established standards and regulations.
According to him, the TIRS will streamline the permit application process for telecom operators, covering infrastructure such as masts, towers, and fiber optic cable rights-of-way. “The implementation of the Telecommunication Infrastructure Regulatory System (TIRS) is expected to significantly enhance transparency and accountability, minimizing human interaction by 99 percent,” the statement read.
The system will allow companies to apply for infrastructure permits online, reducing physical visits and improving efficiency in regulatory processing.
Elegushi added that LASIMRA had already conducted comprehensive training for all its departments and units to ensure officers are well-equipped with both the theoretical and practical aspects of operating the TIRS.
He reaffirmed the agency’s commitment to promoting a sustainable and business-friendly environment for telecom operators and stakeholders, noting that the launch of TIRS would further strengthen the state’s regulatory framework and support Lagos’ drive toward digital transformation.
