Papa Samba, Director General of Control and Monitoring Operations at Senegal’s Ministry of Energy, Petroleum and Mines, has been confirmed as a speaker at the MSGBC Oil, Gas & Power 2025 conference and exhibition, scheduled for 8–10 December in Dakar.
Samba’s participation comes at a pivotal time for Senegal’s energy sector, which is attracting growing global attention amid efforts to unlock its resource potential and enhance energy security. With multiple exploration campaigns underway and recent developments—including the commissioning of the Sangomar oilfield and the Greater Tortue Ahmeyim (GTA) gas project—Senegal is emerging as a significant oil and gas exporter in the region.
Leveraging his extensive experience in operational oversight and regulatory compliance, Samba will share insights on Senegal’s most promising investment opportunities. He is expected to highlight major upcoming projects, including a $1 billion, 400 km national gas pipeline led by state-owned Réseau Gazier du Sénégal, which will link offshore fields such as the GTA hub and the deepwater Yakaar-Teranga field to power plants and industrial zones. The pipeline is projected to transport up to 2.5 billion cubic meters of gas annually, advancing the country’s goals of energy security, affordability, and access.
Senegal is also focused on expanding its local refining capacity. The Société Africaine de Raffinage (SAR 2.0) is undertaking a $2–5 billion expansion, expected to raise refining output from 1.5 million tons per year to 5.5 million tons by 2029, enhancing domestic value addition and meeting growing regional petroleum demand.
