Rivers Sole Administrator Orders LG Heads to Submit Reports

The Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ibas (retd.), has directed all Heads of Local Government Administration (HLGA) to submit comprehensive reports on their respective councils to the Ministry of Local Government Affairs.

The directive, issued through an official memo dated March 24, 2025, was signed by the Permanent Secretary of the ministry, Dame Dr. Itong Awani. Addressed to all 23 local government council heads, the memo emphasized the importance of timely compliance with the order.

According to the document, the reports must adhere to a structured template and be submitted to the ministry no later than Wednesday, March 26, 2025. Subsequently, the compiled reports will be forwarded to the Sole Administrator’s office at the Government House in Port Harcourt.

The required submission template includes key sections such as an introduction, an overview of the council’s functions, a breakdown of staff by cadre, revenue sources, and details of projects undertaken over the past two years. Additionally, councils are expected to provide a summary of their achievements, challenges faced, and recommendations for improvement.

Vice Admiral Ibas assumed office last week after being sworn in by President Bola Tinubu. His appointment followed the federal government’s declaration of a state of emergency in Rivers State on March 18, 2025. The emergency order resulted in the suspension of Governor Siminalayi Fubara, Deputy Governor Ngozi Odu, and all elected members of the Rivers State House of Assembly for an initial period of six months.
