The US State Department announced on Thursday the unconditional release of $1.3 billion in military aid to Egypt, amidst ongoing efforts to broker a ceasefire in Gaza. While the US previously tied portions of this annual aid to human rights progress in Egypt, this year the State Department cited “progress” in specific human rights areas. Additionally, Cairo’s mediation role in the conflict between Israel and Hamas was highlighted as a factor.
A State Department spokesperson emphasized Egypt’s crucial role in facilitating ceasefire negotiations in Gaza and noted its efforts in addressing the conflict in Sudan. Egypt, alongside the US and Qatar, has been actively involved in talks to secure the release of hostages held by Hamas since the October 7 attack on Israel.
Despite Egypt’s controversial human rights record under President Abdel Fattah al-Sisi, including the detention of tens of thousands of political prisoners, the State Department acknowledged Egypt’s recent steps. These include draft judicial reforms and the release of over 950 political prisoners since September 2023.
US Secretary of State Antony Blinken confirmed the aid allocation in a memo to Congress, marking a shift from last year when $95 million in aid was suspended due to human rights concerns. However, human rights groups continue to criticize the Egyptian government for widespread political repression.
