The Central African Republic (CAR) has taken a historic step in modernizing its public administration with the official launch of the Dûnîa digital platform, marking the first time an entire ministry has been fully digitized, both internally and in cooperation with external partners.
Developed for the Ministry of Economy, Planning and International Cooperation (MEPCI), the platform introduces a structural shift in managing economic policy, development planning, and international partnerships. The launch on February 23, 2026, was presided over by President Faustin Archange Touadera and aligns with the National Development Plan (NDP 2024–2028).
Professor Richard Filakota, Minister of Economy, Planning and International Cooperation, described Dûnîa as “more than just an e-government project,” highlighting its modular, scalable design that maps all administrative, operational, and strategic processes of the ministry. He added that it is a key component of the Ambition28 programme.
The platform automates human resources and budget management, digitizes document handling, centralizes project management, models macroeconomic analyses, and provides transparent tracking of international funding. Built on an open-source microservices architecture with 99.8% uptime, Dûnîa features encrypted data structures and API interoperability.
Digitalization is expected to reduce administrative processing times by up to 70%, free approximately 40% of staff for value-added tasks, and lower recurring administrative costs by up to 30%. All processes are fully traceable, minimizing corruption risks, with automated reporting aligned with international standards.
A central project register consolidates all governmental, international, and humanitarian projects in a single database, improving fund allocation, reducing duplication, and enhancing development impact. By digitally coordinating projects, overlaps can be reduced and potential savings of 15–20% realized, accelerating fund disbursement and enabling evidence-based policymaking.
The Dûnîa platform was developed in partnership with EDEN TiiiT, led by Cédric PIDJOU, who pre-financed earlier phases of the project. Filakota noted that the initiative underscores the growing role of the local private sector in CAR’s digital transformation and sends a strong signal to international investors.
The name Dûnîa, meaning “the world, the universe, a place with infinite solutions” in Sango, reflects the country’s ambition to position itself as a digital pioneer and accelerate economic growth through innovative solutions. The platform strengthens state capacity, enhances transparency and accountability, and lays the foundation for sustainable growth and institutional stability.
