Lagos State has formally joined the Under2 Coalition, the world’s largest network of states and regions committed to achieving net-zero emissions and building climate-resilient economies.
Governor Babajide Sanwo-Olu signed a Memorandum of Understanding (MoU) with Climate Group on Monday in London during the 2026 London Climate Action Week, marking the state’s entry into the global coalition and reinforcing its commitment to sustainable development, climate resilience and green economic growth.
Convened by Climate Group, the Under2 Coalition comprises more than 180 states and regions representing over half of the global economy. The coalition enables subnational governments to collaborate on climate action, exchange best practices and accelerate the transition to a low-carbon and climate-resilient future.
According to Lagos State Government, the MoU is a non-binding agreement that aligns with the state’s existing climate goals and priorities. While it does not create legal obligations, it reflects a shared commitment to advancing climate action and strengthening cooperation with governments across the world.
The signing coincided with Governor Sanwo-Olu’s participation in London Climate Action Week, where Lagos showcased its climate governance and financing initiatives, including its State-Determined Contributions (SDCs) framework and a portfolio of investment-ready climate projects.
Speaking on the development, Sanwo-Olu said cities and regions are increasingly playing a leading role in addressing climate challenges.
“Joining the Under2 Coalition strengthens Lagos State’s commitment to building a resilient, low-carbon future while deepening collaboration with leading governments around the world,” the governor said.
“As Africa’s economic and commercial hub, Lagos is determined to demonstrate that climate action and economic growth can go hand in hand, delivering tangible benefits for people, communities and future generations.”
The Special Adviser to the Governor on Climate Change and Circular Economy, Mrs. Titilayo Oshodi, said the state was moving from climate ambition to implementation through its State-Determined Contributions framework and broader sustainability agenda.
She noted that membership of the coalition would provide opportunities to strengthen partnerships, exchange knowledge and showcase Lagos’ efforts in advancing climate action and sustainable development.
Welcoming Lagos into the coalition, the Under2 Coalition and Subnational Governments team described the state as one of Africa’s leading subnational governments and said its membership would enrich global efforts toward a net-zero and climate-resilient future.
Lagos State said membership of the coalition would further strengthen its position as a leading platform for subnational climate action in Africa, while creating new opportunities for collaboration, knowledge-sharing and international partnerships.
The London Climate Action Week brings together global leaders, policymakers, investors and stakeholders in clean energy, environmental sustainability and climate finance.
Members of the Lagos delegation include the Commissioner for Environment and Water Resources, Mr. Tokunbo Wahab; Commissioner for Economic Planning and Budget, Mr. Ope George; Special Adviser on Sustainable Development Goals, Dr. Oreoluwa Finnih; and Special Adviser on Public-Private Partnerships, Mrs. Bukola Odoe.
